Installing pip
If you don’t have the pip installed in your system, then follow the below steps to install pip.
Download get-pip.py via https://bootstrap.pypa.io/get-pip.py to a directory on your computer.
Run the following command.
python get-pip.py
Ensure pip is installed or not by running pip —version
On Windows, make sure you have added the Python Scripts folder in to path environment variables.
Example: C:\Python27\Scripts to Path env
Installing BigQuery and dependencies
Always do a pip upgrade, before you installing any package through pip.
Run the following commands to upgrade pip.
pip install --upgrade pip
OR
python -m pip install -U pip
Run the following commands to install all the required packages for BigQuery Python.
pip install configparser
pip install --upgrade google-cloud-bigquery
pip install --upgrade google-api-python-client
pip install google-auth-httplib2
Note: If the command pip install google-auth-httplib2 fails, then again run pip install —upgrade google-api-python-client

For reading and parsing any form config files (like ini, cfg..)
